Sask Polytech is committed to increasing the participation of historically underrepresented groups in our organization. The Representative Workforce Consultant plays a lead role in building and sustaining a workforce wherein Indigenous people have equitable access to jobs, training, and education opportunities (Truth and Reconciliation Commission [TRC] Call to Action #92ii). This position facilitates the recruitment, career development and retention of Indigenous people by exposing barriers and identifying opportunities for Indigenous employment, and then recommending changes to current recruitment and retention practices to improve Sask Polytech’s ability to embody a representative workforce. 
Through miyo wâhkôhtowin (good relationships), the Representative Workforce Consultant will collaboratively plan and implement initiatives that enhance Indigenous ways of knowing, being, doing, and relating, and also address challenges and barriers faced by Indigenous candidates, employees, and students. This role would act as an expert resource to provide guidance and direction on HR and enterprise-wide initiatives related to diversity and representative workforce. Externally, the position is also responsible for identifying and building strategic partnerships with Indigenous communities, organizations, government departments, agencies, union and faculty association and other educational institutions.

The Representative Workforce Consultant is part of the HR Strategy Development team and works in close collaboration with other HR partners, the Sask Polytech community, and external partners to lead EDII-related work. Based at any of the Saskatchewan Polytechnic locations (Prince Albert, Saskatoon, Regina, or Moose Jaw), this position is responsible to lead the development, implementation and continued nurturing of an Indigenous representative workforce strategy aligned with Sask Polytech’s EDII Strategy. The Representative Workforce Consultant will also assist with other intersecting diversity areas in support of Sask Polytech’s broader EDII goals and priority areas. 
QUALIFICATIONS, SKILLS, ABILITIES AND EXPERIENCE

Specific Accountabilities
Strategic Planning and Leadership 
  • Develop, partner and lead the implementation of a comprehensive Representative Workforce plan that will guide Sask Polytech policies, processes, and activities toward achieving a representative workforce.
  • Conduct research and ongoing needs assessments to maintain a current understanding of trends and leading practices in diversity and representative workforce initiatives.
  • Advise on diversity-related issues, trends, and best practices; relevant local, provincial, and national Indigenous/diversity events; and leading work from prominent Indigenous/diversity leaders
  • Bring awareness to institutional challenges and recommend solutions that support consistent practices across the institution. 
  • Partner with Sask Polytech areas and community organizations leading changes in Indigenous programming and services to support successful implementation and knowledge translation.
  • Develop, monitor, and analyze data and metrics that support the strategies of the portfolio, and provide regular updates and recommendations on data-informed improvements and enhancements to Sask Polytech community and leadership practices. 
  • Contribute as a member of the broader HR team to organizational effectiveness and policy development by actively participating in a wide range of strategic, operational, and professional decisions. 
Operational Workforce Strategies
  • Lead the implementation of ongoing and new operational initiatives related to the attraction, selection, and retention of Indigenous employees.
  • Develop, coordinate, and deliver employee training that supports Indigenous awareness and knowledge-building.
  • Support and participate in Indigenous and diversity-related initiatives/events at Sask Polytech’s four campuses and within the communities we serve.
  • Plan and coordinate Indigenous employee events and ceremonies, such as the annual Indigenous Gathering.
  • Actively participate in assigned project teams and committees.
  • Develop networks within Indigenous communities to support the recruitment and selection of employees and broader institutional priorities around representative workforce and EDII.
Training, Learning, and Development 
  • Research, develop, and deliver awareness and training programs which advance Saskatchewan Polytechnic’s commitment to a representative workforce. 
  • Assess learning and development needs within the Sask Polytech community related to Indigenous, diversity and intercultural competency topics.
  • Design, develop, deliver, and evaluate training that addresses enterprise-wide and departmental learning needs and maximizes learner experience.
  • Develop tools, templates, and resources to support HR consultants and managers in diversity/representative workforce hiring practices.
  • Assess current training programs to identify areas of improvement, ensuring that strategic priorities are aligned in training programs and skill gaps are minimized.
  • Coach and support leaders and managers on intercultural issues.
Relationships
Internal
  • Build and maintain strong, proactive, and collaborative relationships across all campuses, both within HR and with Sask Polytech leaders, managers, and staff, to create and foster an inclusive workplace.
  • Partner with HR consultants to develop shared knowledge and skills in building a representative workforce and integrating best practices in attraction, recruitment, and retention of Indigenous employees.
  • Provide advice and guidance on issues relating to diversity and representative workforce issues to enhance trust and build capability across the institution.
  • Build a network within the Sask Polytech community to keep up-to-date and well informed on issues relating to Indigenous engagement and representative workforce.
  • Communicate regularly to ensure timely information-sharing about metrics, resources, learnings, and opportunities.
  • Establish and maintain effective interactions and communication with the Sask Polytech community to ensure that services and support are provided promptly.
External
  • Build and nurture relationships with key stakeholders outside the institution, including Indigenous community leaders, Knowledge Keepers/Elders, and counterparts from other post-secondary institutions and industry partners.
  • Liaise with external agencies, other educational institutions, and community-based organizations to exchange information, share best practices, anticipate trends, and take advantage of learning opportunities that arise.
Duties


Required Qualifications, Skills and Abilities (QSA)
  • A post-secondary degree in human resources, Indigenous studies, adult education, or a related discipline is required, along with a minimum of five years of progressive and related experience working in cross-cultural environments, particularly among First Nations and Metis communities, organizations, and agencies.
  • Knowledge of Indigenous (First Nations, Metis and Inuit) history, customs, and socio-cultural issues, as well as understanding of the Truth and Reconciliation Commission (TRC) Calls to Action. Established professional credibility and proven success in building positive relationships within Indigenous communities and educational circles is essential.
  • Demonstrated experience in developing and delivering training and/or providing mentorship and coaching to leaders on Indigenous representative workforce and diversity-related topics, in both in-person and virtual environments.
